Thanks to all of you who have answered the question I posed!!
It appears that the most popular way to handle these stipends is to
facilitate the nomination process, and then let award process function
outside the grants office, just as I have been told by the PI and NEH.
Though, one institution's grants office does administer these awards in
cooperation with the department/college.  Thanks again for all you help!
