Dear Angela, you might want to discuss your concerns with the
staff at the United States Civilian Research and Development
Foundation, whose Grant Assistance Program provides
administrative services (transfer and monitoring of project funds and
equipment, etc) for grant resources going to the countries of the
former Soviet Union. You'll find them on-line at www.crdf.org .
