Hi,

A faculty member at my university would like to apply to IREX
(International Research & Exchanges Board). We do not have any other
international projects, so new issues are arising that we haven't dealt
with previously. Perhaps some are general issues and others are more
specific to the collaborator's university in Russia. If anyone has any
information that might help us address the following issue, we would really
appreciate your input.

Our faculty member wants to work with a faculty member at a university in
Russia. However, we have been advised by the Russian collaborator that it
would be preferable, in terms of people getting paid in a timely manner and
staying away from possible taxes or penalties that the university may be
subject to, etc, to not contract with the university. However, we don't
know exactly what would be involved in contracting with the investigator
himself and how desirable that would be. Are there issues, as far as a work
visa, that we would be dealing with? The project has incorporated travel
for the Russian collaborator to come to the US, if that is of relevance to
figuring out what is needed. The project also involves equipment for the
Russian collaborator, printing costs, and research assistants.

Has anyone had experience in administering an IREX grant or have ideas as
to how we should proceed on this one? We do not have the award yet, but
want to ask any questions of the other university that are needed and be
prepared to handle the award if we receive it. Also, we want to make sure
that we don't need to make any changes in the budget based on costs that we
are unaware of or costs that we need to remove to make the project as easy
to administer as possible.
