I also agree with John.  Refreshments, comfortable chairs, a break from normal work, and an entertaining speaker will always get high ratings.  But any insights gleaned will mean little if work on a proposal is not begun months before the deadline and the proposal drafts are not adequately critiqued (by both expert and non-expert reviewers) with time left for real revision.
