The rationale for a lower F&A rate for clinical studies is that those
indirect costs associated with wet lab space and other items are not
applicable to clinical research. Therefore, for all research, regardless of
sponsor, we request our negotiated rate. Of course, there are sponsors that
limit F&A cost recovery. For those instances, I have a "Waiver of F&A costs"
on the internal Administrative Approval form so that the "Institution" can
approve a lower than negotiated F&A rate...Bill
