Health Insurance Portability and Accountability Act of 1996

While the HHS web site [http://www.hhs.gov/ocr/hipaa/] contains
information about the delayed implementation of the new regulations,
I am curious if there are other sites that have systematically
evaluated the impact of this regulation on medical research involving
review of medical records. Consent is generally required for release
of personal health information, but there are exceptions that can be
approved (ie., for research purposes). However, the overall
regulation is so complicated that IRBs or others may be uncomfortable
with doing that. Hence, I am looking for sources that provide clear
guidance about compliance with P.L. 104-191 and the proposed
implementing regulations for research.
