I'm new to the federal side, so bear with me if this is a really basic
question.

An investigator receives an award.  The project period is June 1, 1999 - May
31, 2003.  If you are in year two's budget period (June 1, 2000 - May 31,
2001), which salary cap applies?

And if anyone wants to just give me a primer on salary caps, I'd appreciate
that too.  (By the way, I've already looked at the salary limitation notices
dated 01/11/01, 01/06/00, and 12/22/98 at the NIH site.)
