 We have not used the DOE system you referenced.  But I've attached a
related response <below> sent yesterday to the contact listed in the
Federal Register recently soliciting comments to this sort of thing
(via PL 1106-107).   Point #  (2) below particularly relates to the
issue you are citing.  I feel the research administration "community"
(perhaps through NCURA?) needs to take a stand on this trend.  I do
not feel the institutional point of view is being well represented in
current electronic responses under development.
