At The University of Tennessee Health Science Center, anyone who is
affiliated with the University (faculty, staff, student, etc.) may submit a
proposal if his/her department head approves it (i.e., if the work would be
part of his/her University responsibilities).  However, if--e.g.--the person
is a volunteer faculty member, no salary could be requested for that person
since they do not receive any University salary.
