Dear Administrator:
 We are interested in how other school are handling the "1 user & 1
password" registration for the Department of Energy's application
(proposal) submission through their Industry Interactive Procurement
System (IIPS) at http://e-center.doe.gov.  With only allowing 1
user/password, again we are faced with no control over who is submitting
the proposals and the actual proposal coming through the Sponsored
Research Office for review and signature before it is submitted.
