You can probably ask 15% administrative costs in lieu of negotiated F&A --
if the subcontractor wants it.  Of course if it is a for-profit, they are
likely to be quoting "loaded" rates and should not get F&A or an allowance
in lieu.

Have them charge precise benefits based on the individuals' pay.  Of course
if it is a for-profit, they are likely to be quoting "loaded" rates for
labor that has benefits built in.
