Even when there is a single senior investigator and the grant is for a research project that could be performed anywhere, another consideration is feasibility.
A funded PI at Rural State Univ transfering to Private Urban Univ should make sure that the original budget is going to be sufficient in the new environs. If not, the PI should see whether a supplement is likely. If not, it probably makes sense to make some administrative changes that could benefit both the researcher and the original grantee institution.
