Oversight/Responsibility on IPAs

I have a question I haven't seen addressed here before -
What oversight/responsibility/rights does an institution have regarding
employees on an IPA? We have a number of faculty on/coming off of/going
on to IPAs, and some concerns have been raised as to what recourse we
have to ensure they are being treated fairly by the agency they are
"working" for.
I'm rather fond of most of my faculty, and the thought of them taking an
assignment as a "career development" opportunity, and then it turning
into a situation of indentured labor makes me pretty wary, and wanting
to make sure we can protect them from exploitation as much as possible.
(Yeah, stop laughing now about the thought of a cut-throat faculty
member being exploited. It MIGHT happen)
Has anyone out there encountered this sort of situation, or would we be
stuck with the nastiness involved with terminating an agreement, if this
situation happened?
I know this is rather like creating bogeymen I DON'T need, but I do
wonder what we would/could do.
Any thoughts would be appreciated.
