In the response letter from Chris B. Pascal, Director, Office of Research
Integrity. It clearly states; "Institutions that might otherwise be subject
to the RCR policy are under no obligation to implement the policy unless
further public notice is issued in the Federal Register. Any future PHS
action taken to implement the RCR policy would provide extended
implementation time frames that take into consideration this suspension."

Although it was not addressed specifically, I believe this would also hold
true for all the NIH agencies.

We have also started to put in place an Institutional policy, however,
without federal backing it is often hard to get compliance from
Investigators.

Does anyone out there know what impact this may have on the human subjects
education requirement?  That one was supposed to be replaced by the RCR
eduation program when it went into effect.

FYI:

In response to a Congressional inquiry submitted February 5 by the House
Energy and Commerce Committee and the new Administration's Regulatory
Review
Plan issued this past January, the Department of Health and Human Services
Office of Research Integrity (ORI) announced February 20 that it would
suspend the implementation of the "PHS Policy on Instruction in the
Responsible Conduct of Research (RCR)"

The February 5 inquiry by the House Energy and Commerce Committee called
into question the process by which the ORI issued its policy on
instruction.

The formal announcement of the suspension is included in today's Federal
Register.
