One hopes that the meaning of footnote #5 http://ori.dhhs.gov/html/programs/fiinalpolicy.asp#N_5_ can be taken
literally, i.e., that the June 5, 2000 requirement is in place until superceded by the PHS policy on Responsible
Conduct in Research.  Clearly there is a profound need for instruction/orientation in these areas.
