In response to a Congressional inquiry submitted February 5 by the House
Energy and Commerce Committee and the new Administration's Regulatory Review
Plan issued this past January, the Department of Health and Human Services
Office of Research Integrity (ORI) announced February 20 that it would
suspend the implementation of the "PHS Policy on Instruction in the
Responsible Conduct of Research (RCR)"

The February 5 inquiry by the House Energy and Commerce Committee called
into question the process by which the ORI issued its policy on instruction.

The formal announcement of the suspension is included in today's Federal
Register.
