Tania and listers--if I understand this situation correctly, I would cost-share F&A on this contributed space only if the F&A basis allows it.  In other words, if you compute F&A on total direct costs, then count it.  If you use salaries and fringes as your F&A basis, then you can't count it.

If the issue is whether or not you should count the value of the space itself as cost-share, I think yes--I certainly would, judging by what you have told us so far.
