That's not a snide comment.  If you have a COI that needs to be reported to
an agency, there is a regulation requiring the reporting, and it tells you
how, what and when to report.  Memory (I'm too lazy to walk across the room
an delve into the files for five minutes!) says that for NIH, if a COI is
determined to exist, the University determines how to manage it and then
reports to the awarding unit that the COI existed and is being managed --
and if my memory is wrong, lots of colleagues will straighten us out on the
details!
