 Put a related question out here a few weeks ago and got 12  to 0
essentially positive replies as to whether a quite knowledgeable and
competent, but non degreed, woman on our staff should be able to sign off.
The university agreed and while I still handle unusual or problematic
applications, I am now relatively free to do the kinds of work you probably
would like to be doing.
