At the State University of New York, Binghamton we provide a distribution
of F&A return based on certain threshold factors.  If a faculty member
generates more than $10,000 of F&A expenditures over the fiscal year with
an indirect to direct cost rate of return of 20% or better the individual
faculty will receive 10% of the F&A costs and their Department 5%.  If the
faculty member generates less than the above threshold the Department
receives 10% and may redistribute to the faculty per their departmental
policy.  In calculating the rate of return we will eliminate equipment
grants where there may be no F&A allowed, rehab and construction grants as
well as large awards from private foundations where overhead may not be
allowable.  We also will remove from the F&A calculation any award where
the faculty has requested and we have approved a F&A waiver to an amount
lower than our negotiated rate.
