At a previous institution I worked with, we ended our security program for
two reasons: 1) we didn't want to expend any more trying to maintain a
secure facility, and 2) conducting secret research on our campus conflicted
with the mission of the university.  As was suggested earlier, we solved
the problem of PIs conducting secret research by requiring that it be done
off campus and anyone requiring a PI to have a security clearance had to do
it though their facility.
