Re: increasing external funding Barbara Gray 25 Jan 2001 15:08 EST

Janet and all,

What a timely topic! We are facing similar financial problems in South Carolina.

In response to your second question about faculty surveying to identify incentives
and disincentives, I have plans to do a similar activity on our campus. Some
months ago, I issued a similar request on RESADM and received many responses. I
also looked through old issues of the SRA Journal and NCURA's Research Management
Review and through old handouts from NCURA meeting presentations. Although I have
not yet had the opportunity to study any of them in detail, I came up with a
number of documents that may be helpful in planning and developing such a survey.
I don't feel I can copy and pass on the surveys and meeting handouts I've
collected because they are someone else's intellectual property, but I can tell
you where I got them and perhaps you and others who are interested in this topic
can contact these sources directly.

Actual Survey Instruments:
1. Dianne Miller - University of Tennessee- Chattanooga
2. Jackie Givens - Kennesaw State University- "Faculty Survey to Assess KSU
Support for Sponsored Research/Scholarly Activities"
3. "Institutional Assessment Matrix for Sponsored Programs" - (copyright 1966) -
Julie Cole, Wake Forest University, Pam Whitlock, University of North
Carolina-Wilmington, and Bob Killoren (Penn State)
4. "Mississippi Research Consortium Research Environment Survey" and
"Research/Creative Activity Attitude and Support Survey" - Lauriston King, The
University of Southern Mississippi

SRA Journal:
1. "Factors Influencing Grant Writing: Perceptions of Tenured and Non-Tenured
Faculty" - Patricia Boyer and Irv Cockriel, Spring 1998
2. "Faculty Attitudes Toward Involvement in Grant-Related Activities at a
Predominantly Undergraduate Institution" - Anne Sterner, Winter/Spring 1999

NCURA Research Management Review (I don't have dates handy but NCURA hopefully
will have an index):
1. "Survey on the Status of Evaluation Activities in College and University
Pre-award Research Administration Offices: Frequency and Type" - Sharon K. Davis
and Peggy S. Lowry
2. "The Multiple Effects of Influencing External Funding Productivity" - Jon J.
sDenton & Frances A. Hunter
3. "Success in External Funding at the Fastest Growing Research Universities:
Contributory Factors and Impediments" - Gerald J. Stahler and William R. Tash
(Apring 1992)
4. "A Survey of Grant and Contract Activity in Colleges of Education" - Sharon K.
Davis and James P. O'Hanlon
5. "Barriers and Inducements to Grant Related Activity by a College of Education
Faculty" - Larry M. Dooley (1995?)

Various NCURA presentations (sorry, I don't know when or where many presented, but
the powerpoint slides discuss some areas that one may wish to consider in
designing a survey)

1. "Assessing Research Administration," Julie Cole, Wake Forest University
2. "Performance Measurement and Assessment," Betsy Gray, University of Central
Florida
3. "The Right Ingredients for Effective Management in Your Office and On Your
Campus" - Robert Lowman, University of North Carolina-Chapel Hill
4. "Collaborating - Taking the Lead with Faculty" - Frances Jeffries, Bridgewater
State College and Terry Manns, California State University, Sacramento
5. "Faculty Research Committees: Building Bridges" - Pat Buennemeyer, James
Madison University, NCURA Region III/SRA Southern Section meeting, April 2000
6. "Looking Inside Out: Self-Evaluation Models for the PUI Research Administration
Office" - Clifford Shisler. Northern Kentucky University, Peggy Lowry, Murray
State University, and Ann McGuigan, Illinois State University
7. "Advocacy and Research Administration" - Patricia Buennemeyer, James Madison
University, and Deborah Walz, University of Central Arkansas
8. "Applying Benchmarking to Sponsored Programs Administration" - Paul G. Waugaman
and Louis G. Tornatzky (Technology Commercialization Group, LLC) and William S.
Kirby (KPMG Consulting), NCURA Region III/SRA Southern Section meeting, April 2000

Other:
1. "Results of the James Madison University Office of Sponsored Programs
Institutional -Assessment Survey" - Patricia Buennemeyer, James Madison
University, June 1998
2. Summary of Survey Research Study "Factors Influencing Grant and contract
Activity in Master's I Universities" - Emilie S. Kane, East Carolina University

I would certainly be interested in learning about other surveys that have been
done and seeing those survey instruments, too.

Barbara
