Janet and all, What a timely topic! We are facing similar financial problems in South Carolina. In response to your second question about faculty surveying to identify incentives and disincentives, I have plans to do a similar activity on our campus. Some months ago, I issued a similar request on RESADM and received many responses. I also looked through old issues of the SRA Journal and NCURA's Research Management Review and through old handouts from NCURA meeting presentations. Although I have not yet had the opportunity to study any of them in detail, I came up with a number of documents that may be helpful in planning and developing such a survey. I don't feel I can copy and pass on the surveys and meeting handouts I've collected because they are someone else's intellectual property, but I can tell you where I got them and perhaps you and others who are interested in this topic can contact these sources directly.
