I don't know if this will help any but this is the link to the Public
Health Service Policy on Humane Care and Use of Laboratory Animals

This is their definition of animals:
Any live, vertebrate animal used or intended for use in research, research
training, experimentation, or biological testing or for related purposes.
I'm on the IACUC at my university and we require protocols for work with
any vertebrate animals.
