increasing external funding

We are a primarily undergraduate institution with some master degrees. The
president wants to increase external funding. The amount awarded each year
is increasing significantly, but the number of submissions is not
increasing. It is a time of limited internal resources and the governor
has recommended no increases to faculty salaries and cuts to the
university's operating funding over the next two years. I would appreciate:
1. suggestions on a workshop facilitator who might give a workshop to
upper level administrators on balancing a) risk-taking and b) guarding
one's resources. [perhaps we are erring on the side of the latter?];
2. samples of surveys given to faculty members and administrators on
motivators and disencentives to proposal-writing and research;
3. Other ideas.
