We went through this very frustrating process a few years ago.
I think a key to resolving your delima is whether the units on
your campus have advisory boards or actual governing boards.  At
UNCG we have a campus art gallery that is part of the University
as youdescribed, but they have their own trustees.  Thus we can
submit one proposal for the gallery and one for the institution.
Other museums, specialty libraries, auditorium, etc. which have
advisory boards with no governing authority are not eligible to
apply.
