Jane, InfoEd' InfoOffice could be a good "front end" for handling
proposals.  They posted an announcement some time ago about creating
interfaces with various accounting systems, and Peoplesoft was one.  I'm
cutting and pasting below because I am not sure that attachments work on
this listserve.

InfoEd Works With SAP and SCT
to Develop System Interfaces
