Montana's investment in higher education has historically been low.
Consequently, the state is not advancing economically.

Has your state made investments in R&D (incubator, research park, other?)
that have paid off in jobs or dollars?  If so, what was done?  What was
invested?  How involved were institutions of higher education?  What tips
for success can you share?
