Is there anyone submitting an application to the NSF International
Research Fellowship Program?  Apparently the applicant can submit directly
to NSF without signoff from the institution.
 My question is this:  If you are submitting, are you having the budget
reviewed before it goes out? And, when you submit the paper copy of the
Cover Page/Certification (1207), are you filling it out with the
institutional information and having the Authorized Organizational Rep
sign off?
As a medical school, we submit very few NSF grants, and this problem is
new to me.
