The College of Charleston (about $5 million in awards per year) has a $100,000 cash match account.  This comes from state-appropriated dollars through our internal planning and budgeting process.  It has been at the same level for years,but I really couldn't tell you how the amount was established.  (I
just took over the account a couple of years ago.)  Some years, we spend heavily, and some years I return funds.  Since use is always hard to predict, I have an agreement with the Provost that expenditures should AVERAGE no more than $100,000 per year.  We adjust the pot up or down as necessary at the
end of the fiscal year when "end of year" funds are available to cover any overage.  I just have to notify him when I think we might exceed the $100,000 so he isn't caught unaware at the end of year.  Note that our control of the account assures that match documentation gets to the Grants Accounting
Office for financial reporting in a timely manner.  Give me a call if you have any specific questions.
