NIH salary cap in 9-month appointments

I'm sure this has been covered before, but I could not see it when browsing
the ListServ archives. If a faculty member has a nine-month academic-year
appointment at your university of say 150K--and he wants to charge 1
month's summer salary to an NIH grant, how are you handling that? That is,
are you taking 1/9th of $141,300? (the NIH salary cap) 1/12th? Other?
