First go to http://www.nsf.gov/cgi-bin/getpub?form1263.  This is the URL
for the grant transfer forms.  From the way I read it in the GPG, there is
no way to do this on FastLane as of yet.

As for the PI features, can you be more specific?  Some of the new features
for Administration have to be manually granted by whoever at your
organization grants access permission to users, where the PI features are
granted automatically (as in the case of the View/Print Award Letter).
