We occasionally are asked to do it here and we do so, although it
makes me uneasy.  When asked, NSF told me that "only your own
people should be on the cover page", but they have never faulted us
when we did it.  Usually it is a case of our PI wanting the other PI
to have greater visibility, and I'm sympathetic with that.
