At a previous institution, with the approval of the department chair, we
notified the PI that we would withhold his paycheck if the report was not
filed in 60 days. He missed the deadline, we withheld the check, and the
report was completed and submitted the next day...Bill

refuses to write and file a final grant report for a federal sponsor.
What sanctions, if any, do you enact?  And are these sanctions spelled
