At FSU our policy dictates that :

1.  The on-campus rate will apply when more that 50% of the project as a
whole will be conducted in FSU owned facilities.

2.  The off-campus rate will apply where more than 50% of the project as a
whole will be conducted in facilities not owned by FSU.

3.  Projects are subject to only one indirect cost rate.  If more than 50%
of the project is performed on-campus, the on-campus rate will apply.
Conversely, if more than 50% of the project is performed off-campus, the
off-campus rate will apply.

Greetings to the Group,

I am curious about your practices for application of on- and off-campus F&A
rates. Due to our location, we have a number of employees who work part-time
or full-time at Marshall Space Flight Center or Redstone Arsenal. For these
projects, we set up two internal accounts: one for the off-campus labor,
benefits & F&A (at the off-campus rate) and the other for operating
expenditures and possibly on-campus labor (at the on-campus F&A rate.)

Lately, this practice has been questioned saying that we should have one
account and apply the off-campus F&A rate to all charges (even, for
instance, university machine shop time which is performed on our campus.)
