Thank you to everyone -

It does turn out that the program manager (who is a really nice person,
I like dealing with her!) was using the GPG guidelines as her
justification to the PIs (who were freaking out as you may have guessed)
for why she told them she wanted their salary lines cut.

When pressed (AFTER I sent the email) she admitted that it was because
she was trying to work within her budget (we KNEW that) to fund as much
science as possible. Oh the confusion and stress that could have been
avoided if she'd just said that the first time (but I STILL like to work
with her, and hope to in the future).

NSF is always speedy to work with, I didn't have a delay in reply, as
much as I had 40+ PIs breathing down my neck and the nice people at NSF
are busy. Posting here was an act of desperation!

Thank you especially to Bob Meyer - Your line by line interpretation
pretty much went along with what I was thinking, but since I'm a
relatively new kid to this sort of thing, I'm not comfortable speaking
authoritatively without checking all my sources (esp RESAMD-L)

Joanna Rom - NSF is one of my favorite agencies to deal with and I don't
think the delay is unreasonable. I was just desperate to get my faculty
calmed down from their frenzy. Physical Oceanographers foaming at the
mouth is not a pretty sight.
