Although the 2-month summer salary rule applies to nsf research
grants in general, we had faculty receive part of their 9-month
salary from research grants and up to 50% of their 9-month salary
on non-research grants when this level of effort can be justified.
Most nsf program offficers recognize that, especially at smaller
institutions with heavy teaching loads, high percentage of time
devoted to research or other externally sponsored activities in the 9-
months may not be possible or practical without corresponding nsf
support.  I would also note that this seems to be a matter of
individual Program Officers, some are more sympathetic to this
view than others.
