We struggled with these guidelines last year when we were submitting
proposals.  The terms were not negotiable (we tried) and we informed those
who wanted to submit as to the long-term implications of these terms.  One
faculty member declined to submit (and we directed him to other sources of
funds) and another went forward with a proposal that had virtually no
chance of any IP being generated.

Of course, proposals that are believed to have no potential intellectual
property value whatsoever are generally those that result in intellectual
property!
