Chuck,  While I agree with you, I can also see the other side of the
fence--maybe NIH wants to see the signature of the person who's running the
training.  I like your idea of having the form letter--I believe we're going
to put something on our website so that they can "cut and paste" something
that gives the language they should use.

Pat, it's my assumption that they want the normal signer of grant
proposals, etc.  It's bad enough that they insist that the PI sign the
letter (we're considering a form letter in which the PI adds the names of
key personnel and herself, to avoid each PI having to write one!);
dictating our internal systems and creating another place a PI has to go to
get a signature would be going altogether too far!.
