Pat, it's my assumption that they want the normal signer of grant
proposals, etc. It's bad enough that they insist that the PI sign the
letter (we're considering a form letter in which the PI adds the names of
key personnel and herself, to avoid each PI having to write one!);
dictating our internal systems and creating another place a PI has to go to
get a signature would be going altogether too far!.
