i)  ORI's draft policy is NOT the same as NIH's current requirement for
reporting on the human subjects education key personnel have.  These will
converge, however, within a couple of years at the most.

2)  PHS is still referred to because a lot of legislation and regulation
still applies to that group of parts of DHHS that were organized under that
umbrella.
