If your institution has graduate students who are doing thesis research
that involves marine vertebrates at a federal facility (that has no
IACUC) and the animals are housed at the federal facility:

1.  Does your institution's IACUC have jurisdiction (i.e., does your
IACUC review and approve the protocol) since the student is enrolled in
your graduate program?

2.  Who, if anyone, must inspect the federal facilities where the
animals are housed?

3.  If your IACUC inspects the specific area where the animals that the
student is using are housed, are you also responsible for inspecting any
other part of the facility?

4.  If you inspect any part of the federal facility, what mechanisms do
you use for correcting deficiencies?

5.  Is is possible (legal) to review and approve the student's protocol
but have an IACUC decision to exclude the federal facility where the
animals are housed from your inspections?
