Rochelle,

My campus decided to have only one policy for misconduct.  Misconduct is
misconduct whether it is funded, cost-shared, or neither.  Go with the policy
that gives your researcher the same due-process as recommended by NIH/NSF.  That
seems to be a well-considered path.
