The pay grade scale is available at http://www.uh.edu/admin/hr/employ/bulletin/c_all.htm#. **************************************************************************** ****** Research Contracts Officer Posting Number 001056 Pay Grade: A71 Summary Directs a professional staff responsible for processing all proposals for outside funding for research and scholarly activities; negotiates and accepts awards; coordinates external audits of research funds, and is the authorized institutional signature on all proposals, grants and contracts. Job Duties 1. Directs professional and clerical staff in the day-to-day activities of research awards and the development of proposals of the institution. 2. Acts as liaison between faculty and university offices and faculty and sponsoring agencies on research-related problems. 3. Reviews federal statutes and regulatory documents to determine steps necessary for institutional compliance. 4. Directs staff in the examination of expenditure items to ensure allowability, and authorizes exceptions to grants and contracts policies. 5. Reviews and approves all sponsored project accounts; create forms and assigns all CFDA codes. 6. Performs other job-related duties as assigned. Job Requirements Education Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed. Experience Requires a minimum of five (5) years of directly job-related experience. Work Complexity Requires in-depth knowledge of principles and practices within a specific area of a professional field. Work is substantially complex and varied, and requires the interpretation of technical and detailed guidelines, policies and procedures in combination. Change in Knowledge The knowledge and/or technology used in the job changes frequently, requiring frequent study and training. Job may require recertification or continuing education. Problem Solving Requires in-depth analysis to interpret and evaluate obscure/vague information in the development of new solutions for complex technical and/or managerial problems. Exercises discretion and independent judgement in comparing and recommending numerous solutions. Problems may be atypical within the unit. Analytical ability and inductive thinking are required in extensively adapting policies, procedures and methods to fit unusual or complex situation. Impact of Decisions Inside Department Moderate. Outside Department Considerable. Outside University Considerable. Judgement Requires judgment to set priorities, evaluate results, coordinate work with others, and so forth. Duties include different and related processes and methods. Supervision Leadership Involves general scheduling and review of work as a "working supervisor" or lead person over one or more employees doing the same type of work. Work is typically routine and requires general instructions.
