What are the procedures and forms required for transferring a NASA
grant (during the middle of a grant year in a multi-year project) when
the principal investigator moves from one institution to another?
Paragraph 1260.73 of the NASA Handbook says that novation of the grant
is the preferred method, but it does not give any details on procedures
to follow.  I've also e-mailed the NASA Grants Officer for guidance, but
not yet received a response.
