The EDI 194 transaction set can be found on the NIH ERA page.
Follow the PDF link for the 194 transaction set (it is 113 pages
long). This page also gives you links to the NIH implementation
guides.

Hi,
I've been trying to locate a data dictionary for the EDI 194
transaction
set.
At last year's Denver SRA there were several workshops on Electronic
Data
Interchange. In these workshops a primary theme was the concept
that a
standard for arranging data had been founded.
Here at Eastern Michigan University, our office is preparing to
rebuild it's
databases, iPDF's, and related digital documentation. I was hoping
to lay
my hands on a copy of the EDI 194 standard, so that our new internal
system
could be made to reflect that standard.
Unfortunately, I can't locate the info I need, at the place I was
originally
told it would be available... the sciencewise website download links
are not
working.
If anyone knows of an alternate source for these documents, could
share
thier own copy, or knows of a contact person, I'd very much
appreciate your
assistance.
