RAND is a nonprofit institution that helps improve policy and
decision-making through research and analysis. Its Science and Technology
Policy Institute is a federally-funded research and development center
sponsored by the National Science Foundation (NSF) to support the White
House Office of Science and Technology Policy and other Executive Branch
agencies, offices and councils.
Two interesting reports were just released:
Discovery and Innovation: Federal Research and Development Activities in
the Fifty State, District of Columbia, and Puerto Rico (July 27, 2000).
Paying for University Facilities and Administration (July 26, 2000).
The report includes a discussion of activities funded with federal R&D
dollars, definitions of research and development, tables ranking each of the
fifty states, the District of Columbia and Puerto Rico, followed by details
for each state, etc.
The definitions will be added to the CENTER for Grant and Contract Studies'
ever-growing Glossary of Terms.
The difficulties in determining R&D activity are discussed at length,
including the important distinction among grants, cooperative agreements and
research.
