Funding for foreign postdocs is a big problem and will remain so.  I am starting to admonish faculty on the wisdom of bringing someone into their lab who may never get independent fellowship support.  They should know better by now.

For biomedical research, it is really an issue of the types of support available to U.S. citizens rather than the number.  Many postdoctoral fellowships have no citizenship restrictions but they also tend to be the most competitive.

The mainland Chinese and east European postdocs are really at a disadvantage because there is almost zero support from their home countries.  Germans and Japanese seem to arrive with their own money.  I would imagine Koreans could also if they explore all government and corporate sources.  Creativity may be required.
