One excellent benefit of conversion from SWB to MTDC is the apparent drop
in the rate (I did it for our institution in 1991). Even though us admin
types know it's just due to calculation method, it is often perceived
otherwise, plus it gets you on same basis as 95% +/- of other institutions
so you have less explaining to do.
I always get a bit incensed re faculty "using" IDC recovery funds, as they
are supposed to be for actual costs already incurred. If institutions
would clarify that they are simply subsidizing faculty rather than somehow
miraculously avoiding those indirect costs, it would make our lives a bit
simpler. Always tough to explain that to a faculty recruit from a Univ.
where such cross-subsidization is typical. Thus, IMHO, "roll-overs" should
not occur. My general rule is recover whenever possible to greatest
extent, "for the total cost of doing the research", based on auditable
expenses of course.
