Hard to imagine having completely open IACUC meetings, let alone IRB.  The
regs seem to try and address this partially by requiring outside/lay
members, thus the community is theoretically represented.

The way we handle IRB is that it is formally a Medical Staff Committee and
thus in California protected from public disclosure, at least to my
knowledge.
